New team members may not yet know the subtle techniques that enhance output. The longer one performs a task, the more techniques one learns to cut time and effort. 

Sometimes these techniques are handed down from one member to another, but sometimes not. Again, have someone knowledgeable in the task observe the person and make suggestions. This is also a good topic to discuss at team meetings to gain the benefit of the entire team's knowledge of how tasks can be performed more easily.
