The SDWT generally evolves into its empowered (expanded) role by acquiring new skills one at a time.

Depending on the level of experience and maturity of the team, it may take two to five years to acquire all the skills of a fully functioning SDWT. Teams develop by first taking on simpler tasks, then moving to more responsible tasks.
